On the 25th of May 2005, the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Netherlands Development Organisation (SNV) signed the Memorandum of Understanding on “Technical Assistance for a National Biodigester Programme in the Kingdom of Cambodia”.
On March 13, 2006, MAFF and SNV agreed officially on the NBP business plan 2006-09 by signing the implementation arrangements. During the same ceremony the NBP office at the premises of the Department of Animal Health and production was officially opened.

The MAFF Focal Point for the programme, as mentioned in the MoU between MAFF and SNV, is Mr. San Vanty, Deputy Director General of MAFF. Since the appointment of the Steering Committee and the active role of its Chairman, the MAFF Focal Point is taking a back seat. The Focal Point will continue receiving copies of reports and essential correspondence. Further involvement in the Programme, however, will only take place upon the request of the NBP or the Steering Committee.
The Executive Committee consists of the Directors of the Provincial Biodigester Programme Offices, the NBP Coordinator and both NBP Advisors and is chaired by the NBP Director. The committee meets on a monthly basis to discuss the progress per province, problems faced by the PBPOs and possible solutions.
The DAHP Advisor to the programme is in daily contact with the NBPO management. His main task is to ensure the smooth introduction and execution of the Biodigester Programme within existing Government structures on National and Provincial level. Furthermore, the Advisor ensures effective communication between the NBP, DAHP and other Governmental offices.
On the 24th December 2008, H.E. Dr. Chan Sarun, the Minister of the Ministry of Agriculture, Forestry and Fishery honored and provided an opening speech for the National Workshop on "Domestic Biodigester Sector Development in Cambodia" in Sunway Hotel. The overall objective of the workshop is to enhance biodigester technology awareness and its benefits among politicians, leaders of relevant ministries, rural development agencies and local authorities, and there were over 80 participants attended the workshop.
On the 30th November 2007, the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the PRASAC Microfinance Institution signed the Memorandum of Understanding on “the Biodigester Credit Programme in Cambodia”. The official launch on Biodigester Credit Programme was held in Phnom Penh with participation of over 75 people coming from FMO, MAFF, Asia and Africa Biodigester Programme countries and its network, NBP staff and PRASAC staff with mass media coverage.
In May 2008, the Ministry of Agriculture, Forestry and Fisheries (MAFF)has signed an “Emission Reductions Purchase Agreement” with the Hivos Climate Fund for the emission reduction of 5000 biodigester plants for a period of 10 years. A biodigester plant for domestic use reduces CO2 emission by around six tons per annum. The income from the emission reduction sale can be used to extend and improve the programme.
In June 2009, the programme and the Amret Microfinance Institution signed the Memorandum of Understanding on “the Biodigester Credit Programme in Cambodia”.
